Fully-funded scholarship from Phoenix Space (a UK-registered charity) for high-achieving Palestinian students admitted to or studying at Times Higher Education top-20 and select universities in the UK, Australia, Singapore, and the Netherlands. Covers tuition and living costs across four support tiers: students who lost financial capacity, full-scholarship holders needing travel/living support, partial-scholarship holders needing a top-up, and students needing comprehensive support. Application deadline 15 May 2026.

Manchester Sanctuary Scholarship for asylum seekers and refugees in the UK. Covers full tuition and a living bursary for one-year taught master's programmes. MOI waiver available if prior degree was from English-medium institution. Open to all nationalities with refugee or asylum seeker status in the UK.

Ireland • Bachelor's

The University of Limerick's University of Sanctuary Scholarship provides tuition fee waivers plus an annual stipend for study-related costs to first-time higher education applicants who identify as refugees or have applied for International Protection in Ireland. Up to 10 undergraduate and 4 taught-postgraduate scholarships are offered per year, with priority for applicants living in direct provision. Accommodation and living costs are not covered.

Fully-funded government scholarship covering tuition, accommodation, health insurance, and monthly stipend for international students. Explicitly welcomes Palestinian and Arab applicants. Includes a one-year Turkish language preparation year, so an IELTS/TOEFL score is not mandatory to apply.

The Palestinian American Research Center provides fellowship grants for doctoral and post-doctoral researchers conducting research on Palestine, Palestinian society, or the Palestinian diaspora. Covers research costs, travel to Palestine/MENA, and a living stipend.

Belgium • Master's, Short Course

ICP Connect study programmes are accredited international study programmes. We award scholarships to applicants from 29 eligible countries in Africa, Asia and Latin America to attend one of the study programmes taught in English at one or more Flemish universities or universities of applied sciences and arts. The ICP Connect scholarship call has been launched for students starting in September 2026. The HESPAL (Higher Education Support for Palestinians in Lebanon) programme is funded through UNHCR's DAFI (Albert Einstein German Academic Refugee Initiative) and targeted partners. It provides scholarships for Palestinian refugees from Syria who have fled to Lebanon, enabling access to Lebanese universities. The programme covers tuition fees at partner Lebanese institutions and provides a monthly living allowance. UNRWA assists with student identification and referrals, while UNHCR coordinates funding and eligibility verification.

What we do Home > what we do > What we do Cara - the Council for At-Risk Academics - has been working since 1933 to support academics at risk. Our Fellowship Programme is a rescue mission for academics in immediate danger. At any time, some 350 at-risk academics are in placements, or are being helped through the process of finding a safe place to continue their work, with their families too. Our regional programmes support individuals working on in their home countries despite the risks, and those in exile nearby. They also work with higher education institutions whose work is at risk or compromised. Our Syria Programme was established in 2016, and worked until 2024 with some 200 Syrian academics in exile, mostly in Turkey. We also partner with other organisations, including with the British Academy in the 'Researchers at Risk' programme for Ukraine-based academics, which was launched in 2022 in response to the Russian invasion. We now manage all the payments to nearly 180 grantees. We are also participating in the EU's Inspireurope+ programme (2022-25), as the lead for Work Package 2, ‘ Guidance for Researchers at Risk ’. In all that we do we honour the aim set out by our founders in 1933, “to prevent the waste of exceptional abilities exceptionally trained” - knowing how important such abilities are to the future of each country, and to the world. The project, funded by the European Commission and coordinated by the Spanish University of Almeria, aims to create a mobility based network between 3 Palestinian, 2 Lebanese, 1 Syrian and 2 Jordanian Higher Education Institutions in the Middle East and 9 Higher Education Institutions in Europe. UNRWA role will be to promote and strengthen the programme's accessibility to Palestine refugees in its five fields of operation. PHOENIX is an Erasmus Mundus project that grants scholarships, including a monthly allowance, travel, insurance and participation costs, to students (undergraduate, master, PhD, post-doctorate) and staff members to undertake a mobility period or full degree in a partner University in Europe.

The Visegrad Fund's Visegrad+ Scholarships programme funds students from Eastern Partnership countries and selected developing regions (including the Middle East and North Africa) to pursue full-degree Master's studies at universities in the V4 countries (Czech Republic, Slovakia, Poland, Hungary). The scholarship covers tuition fees, monthly stipend of up to €850, travel allowance, and health insurance. Palestinian students enrolled at or applying to a V4 university are eligible to apply.

Partnership between UNRWA and the Turkish Cooperation and Coordination Agency. Scholarships for Palestinian refugees to study at Turkish universities. Covers tuition, accommodation, and monthly stipend.

The Orange Knowledge Programme funds professionals from developing countries to pursue short courses and Master's programmes in the Netherlands. Funded by the Dutch Ministry of Foreign Affairs via Nuffic. Palestine is one of the partner countries with dedicated OKP slots.

CEU's one-year Executive Master's in Nationalism Studies provides intensive interdisciplinary training in the study of nationalism, ethnic conflict, and state-building. The programme includes a funded track for students from regions directly affected by ethno-national conflict, with full tuition coverage and a living stipend.
