The HESPAL (Higher Education Support for Palestinians in Lebanon) programme is funded through UNHCR's DAFI (Albert Einstein German Academic Refugee Initiative) and targeted partners. It provides scholarships for Palestinian refugees from Syria who have fled to Lebanon, enabling access to Lebanese universities. The programme covers tuition fees at partner Lebanese institutions and provides a monthly living allowance. UNRWA assists with student identification and referrals, while UNHCR coordinates funding and eligibility verification.

What we do Home > what we do > What we do Cara - the Council for At-Risk Academics - has been working since 1933 to support academics at risk. Our Fellowship Programme is a rescue mission for academics in immediate danger. At any time, some 350 at-risk academics are in placements, or are being helped through the process of finding a safe place to continue their work, with their families too. Our regional programmes support individuals working on in their home countries despite the risks, and those in exile nearby. They also work with higher education institutions whose work is at risk or compromised. Our Syria Programme was established in 2016, and worked until 2024 with some 200 Syrian academics in exile, mostly in Turkey. We also partner with other organisations, including with the British Academy in the 'Researchers at Risk' programme for Ukraine-based academics, which was launched in 2022 in response to the Russian invasion. We now manage all the payments to nearly 180 grantees. We are also participating in the EU's Inspireurope+ programme (2022-25), as the lead for Work Package 2, ‘ Guidance for Researchers at Risk ’. In all that we do we honour the aim set out by our founders in 1933, “to prevent the waste of exceptional abilities exceptionally trained” - knowing how important such abilities are to the future of each country, and to the world. As the war surpassed the one-year mark, the United Nations estimates that as many as 13 million people – including many professors and researchers – had fled the country, while millions more are internally displaced. Many of Ukraine’s universities and research institutions have been damaged or destroyed, limiting the ability of scholars remaining in the country to safely continue their work. Like earlier crises in Iraq, Syria, Venezuela, and elsewhere, Ukraine’s higher education emergency underscores the need to protect the lives and work of Ukrainian professors and researchers. These scholars are integral to the country’s knowledge production and will help rebuild what has been lost. Since the conflict began, IIE-SRF has supported 32 Ukrainian scholars, many of them women, in academic fields ranging from children’s literature to medicine to fluid mechanics. IIE-SRF continues to follow closely the events in Ukraine and the devastating impacts of the war on the academic community and country more broadly. The Arab American community is diverse, often misunderstood, underrepresented and understudied. With this in mind, the late Dr. Philip Kayal, formerly the chairman emeritus of the Department of Sociology and Anthropology at Seton Hall University, approached CAAP with his idea to support Arab American research. The Dr. Philip M. Kayal Fund for Arab American Research was established, fulfilling Dr. Kayal’s desire to support young Arab American scholars and social science research on the Arab American community. There is an enormous need for factual information on Arab Americans, and as an academic of Syrian ancestry, I wanted to help fill the void. I set up a research fund with the gracious help and support of CAAP, which made both the grant application and distribution process seamless. I never expected to be so pleased with the results. – Dr. Philip M. Kayal In its first year, the Fund provided grant awards to six scholars across the country, with research topics ranging from stereotyping of Arab American adolescents to Palestinian cinema, to Yemeni farm workers and more. 2015 Grant awardee Claudia Youakim at the University of Florida, who is researching Arab American identity constructs among college students, says “I am honored to be a grant recipient of the Dr. Philip M. Kayal Fund for Arab American Research! I am excited to share my research on Arab American ethnic identity with others at upcoming conferences, and the opportunity to collaborate with fellow scholars.” To date, the Kayal Fund has now awarded more than $44,000 to 36 Arab American researchers across the country. Cara's Syria Programme Syrian academics have for some years made up one of the largest groups being supported through our Fellowship Programme . But not everyone can, or wants to, travel so far away from their home region. For this reason, and drawing on the experience of our two earlier regional Programmes for Iraq and Zimbabwe , we launched our regionally-based Syria Programme (SP) in 2016, to provide support to Syrian academics in exile in the region around Syria, mainly in Turkey. Our SP offered a wide range of activities, all intended to help the participants to use and build on their existing skills and experience, and to develop their academic networks.
